Will tenants get reminders if they already paid?
No. Reminders look at the tenant's balance first; if the rent is covered, nothing is sent.
Can the same reminder go out twice?
No. Every message has a unique key, so the daily run never repeats one.
Do subsidized tenants get reminded about the agency's portion?
No. Tenants are reminded only about their own portion.
